Sa loob ng susunod na sampung taon, ang bawat Batang may Espesyal na Pangangailangan (hearing impaired student) sa mga paaralan sa buong Pilipinas ay gagamit ng mga teknolohiya sa komunikasyon at impormasyon upang pahusayin at palawakin ang tradisyunal na papel ng edukasyon na maging mas mahusay sa pagbasa, pagsulat, matematika, agham at kritikal na pag-iisip .

Sa loob ng susunod na sampung taon, ang mga guro ng SPED para sa may kapansanan sa pandinig ay gagamit ng teknolohiya upang suportahan ang lahat ng pag-aaral sa buong kurikulum. Hindi na sa guro ay umaasa lamang sa tradisyonal na mga pamamaraan ng pagtuturo ng lecture / upuan-trabaho. Sa isang kapaligirang mayaman sa teknolohiya, ang guro ay maaari ding magsilbi bilang isang facilitator ng pagtuturo, tagapayo at tagasanay.
